EU environmental governance addresses a multitude of legal, political, scientific, and technical issues at regional, national, and local levels simultaneously. Individual issue areas include a host of policy goals, regulations, directives, decisions, programs and other initiatives influencing behavior and choices of member states and actors within them. Many environmental policies also apply to the four EFTA countries (Iceland, Lichtenstein, Norway and Switzerland). In several areas, EU bodies and member states are trying to combine and streamline legislation to clarify obligations and rights for public, private, and civil society actors. Many initiatives seek to raise regional standards for environmental and human health protection and push European societies toward greater sustainability. At 40-something, EU environmental policy has achieved substantial institutional innovation, policy implementation, and increased stringency in some areas and cases, with only limited success identifiable in others.

As earlier chapters make clear, much environmental legislation from the 1960s to the 1980s focused on regulatory harmonization across member states, typically connected to the importance that EU bodies and member states placed on developing the single market. More recently, EU environmental policymaking has grappled with challenges of effective policy implementation and the integration of environmental and sustainability goals into other areas of policy. Building on previous discussions about EU actors and processes of agenda setting, policymaking, and implementation, this chapter examines nine major cases of EU environmental governance: air policy, water policy, waste management, chemicals management, GMOs, the CAP, the CFP, biodiversity, and climate change and renewable energy. Space does not permit the chapter to list and discuss all policy instruments in each area. Rather, short case studies highlight major policies and important dynamics to exemplify aspects of the increasingly multifaceted nature of EU environmental governance, including both policy accomplishments and shortcomings.
